When 1 Servo connect (Pan or Tilt), it’s OK.
When 2 Servo connect (Pan and Tilt), it’s NG, Malfunction.
Why?

The servos act strangely when there is a power issue. This is probably it works with 1 servo but not with 2. Please take a look at this troubleshooting guide:
