When I try to add the library it says [] parse library.properties: library.properties not found and then stops. Does anyone know how to overcome this issue?

You might try to download the Arduino library zip file again:
https://pixycam.com/downloads-pixy2/
and try to re-import. (Do not unzip when importing the library.)
Which version of the Arduino IDE are you using?
